lg-it Anyone using a Secure Web Gateway?

Hi Everyone

We want to deploy some 4G enabled Windows laptops that will be mainly used by 
outside staff (road and water staff).
We want to:

  1.  mimic a internal web proxy for these laptops when they are outside our 
internal network
  2.  allow access to business related websites while restricting social 
media/gambling/streaming websites.
  3.  User based internet activity reports


Has any Council used Secure Web Gateways (like zscaler) OR has any other 
solution so we can achieve our goal?
Does any Council use Always on VPN? if so, have you seen any negative effect 
because of increased traffic?
