[leveller] Update: Histogram plug-in

Leveller's Histogram plug-in has been updated to version 2.0. Changes are:
- The dialog box can be resized.
- The mouse cursor is tracked over the chart to show the current count
for the indicated elevation.
- If the mouse is dragged, the counts are summed for the selected
elevation range.
- The elevation span is shown below the chart, and the counts are shown
along the left edge.

The source code to the plug-in is available in the new Leveller SDK,
which will be released shortly.
