Hi David !
Yes, they are rack for the fish.
I'm afraid the purpose of the first (13) is mainly a touristic one.
In the 19, greater and empty, it seems real, as I saw others meanwhile the
trip.
I saw a lot of these, many years ago, in Island, usually used.

In 13 & 19, are the racks for drying fish? If so, they look a lot like
those
used by West Coast Indians, here in Canada.
