It's the deviation of actual focal length from nominal.  The
deviation is common among all manufacturers, Leitz was unique in
telling us what the deviation is.  00 is obviously no deviation, 16
is 1.6mm longer (i.e., a "50mm" marked 16 is actually 51.5mm).
