Yep that sounds like a Harris’s Hawk. They have been known to hunt mammals
a foot. Usually in family groups. You rarely see them soaring. Had a juvi
same spot few weeks back.

roads a few times before we found it. It seems to be perching on the ground
or in the mesquite, because it flew up, circled around, and flew back down
and we couldn’t find it after that. There are also a lot of dark morph and
light morph red tails in that area.
