This one is a dark morph red-tailed hawk (probably a dark calurus
subspecies). Golden eagle, rough-legged hawk, and ferruginous hawk all have
fully feathered tarsi. See those bare legs above the talons? That's a great
way to rule those possibilities out very quickly.
