Navigate to the "Contacts" section of Outlook. (CTRL+3) There is a "New Contact Group" button on the ribbon bar. (Press Alt Followed by H, then C, then G.) You should be focused in a text edit, go ahead and type the name of this list. There is a button on the ribbon for adding members. (Press Alt followed by H, then M.) A menu will drop down asking you to select contacts from a number of sources. Hopefully that is enough to get you started anyway.
