| Dear Barbara,
Last week, on April 22, the General Assembly reconvened to vote on the
Governor’s proposed bill amendments. We are pleased that the General Assembly
accepted Governor Northam’s amendments to bills that VICPP championed that will
help workers, immigrants, and the health of the planet. The following bills
supported by VICPP had amendments that were approved last week, enabling the
bills to become law:
Minimum Wage Increase. TheGovernor’s amendment to delay the implementation of
the minimum wage as outlined in SB7 and HB395 by four months, from Jan. 1, 2021
to May 2, 2021 was approved by the General Assembly. Virginians will see the
first increase about a year from now. This is an important step toward paying
workers a living wage.Comprehensive Predatory Lending Reform. VICPP worked
closely with the Virginia Poverty Law Center and other partners to finally pass
legislation to crack down on predatory lending. The Governor amended the
predatory lending reform bills (HB789 and SB421) and moved the enactment day
forward from July 1, 2021 to January 1, 2021. This is a great improvement that
VICPP helped advocate and it will save Virginians approximately $50 million in
fees.Energy Burden. The Governor made some technical amendments to the bill to
join the Regional Greenhouse Gas Initiative (RGGI) and use some of the revenue
to invest in energy efficiency (HB981 and SB1027).
Environmental Justice. The Governor amended the Environmental Justice Council
bills (SB883) to add “disability” to the definition of environmental justice
alongside “race, color, faith, national origin, and income.” In the Virginia
Environmental Justice Act (HB704 and SB406), he added clarifying language to
the meaning of the bill. Virginia Interfaith Power & Light (VAIPL) andVICPP
advocated the amendments to both bills.Driver’s Licenses for All. The Governor
amended the bills that give people of differing immigration status the ability
to obtain a Driver's Privilege Card (HB1211 and SB34) and made the cards look
more like other licenses soimmigrants are less likely to be subject to
discrimination. VICPP and immigrant rights advocates still have some privacy
concerns about the bill but supported the Governor’s amendments as good
improvements to the bill.Although not everything we championed passed (notably
our Paid Sick Day bill and our effort to include farmworkers in the minimum
wage bill), we made enormous progress in moving policies that help low-income
and marginalized communities and make Virginia more welcoming and equitable.In
addition to the policies listed above, VICPP championed and won many wage theft
reforms that we’d been working on for almost four years and supported
immigrantadvocates’ successful efforts to get In-State Tuition for students of
differing immigration status. Next week we will share a comprehensive 2020
General Assembly legislative summary. Thank you for your advocacy – signing

snapshot of demographic data in COVID-19 cases, alarm bells rang across the
country over the wide racial disparities. Black people were being hospitalized
and dying at higher rates than any other race; and at significantly
disproportionate ratios when compared to their percentage of the population.

| Car Rally to Support Poultry Plant Workers |
|
|

|
| VICPP board member Mark Hoggard joined the car caravan rally on Monday
supporting poultry workers on the eastern shore. There was another car rally in
Harrisonburg. VICPP is supporting Legal Aid Justice Center’s leadership in
drawing attention to the hazardous working conditions faced by many poultry and
meatpacking workers.
President Trump just ordered poultry and meatpacking plants to remain open, but
the CDC guidelines for protecting workers in the plants are only guidelines –
there are nomandates or orders to protect workers. Remember that the Virginia
Poultry Association publicly spoke against VICPP’s Paid Sick Day bill less than
three months ago. This is not an industry that has put care of workers first.

| Julia Gravely says "Virginia Interfaith LIVE!" is "an extension of the
VICPP’s mission." In her blog post she writes, "the program provides a crucial
tool for education and connection between community leaders, social justice
advocates, policy makers, and people of faith and goodwill throughout Virginia.
Each Thursday at 11 a.m Virginia community and faith leaders, legislators,
advocates, and front line workers address issues of economic, racial, social,
and environmental justice. VICPP produces a second broadcast Thursday at 5
p.m.covering the same topic with Spanish speaking guests."“VICPP launched the
program on April 3, in response to the COVID-19 crisis. The program serves as a
resource for the public and an opportunity to keep our elected officials

| Order Absentee Ballot ASAP for May & June Elections |

|
| Governor Northam postponed the upcoming May 5th Town Elections to May 19. He
previously moved the June 9th Primary Election for Congressional seats to June
23.
To safeguard public health, voters are strongly encouraged to request absentee
ballots so they can vote by mail. Requests for absentee ballots for the May 19
local elections must be received by 5pm on May 12. For the June 23
congressional primary, the deadline is 5pm, June 16. LIST OF MAY LOCAL ELECTIONS
New laws have been enacted to expand voting rights and access to the ballot. It

| Congregant Sue Geller, whose company helps to develop children’s
social-emotional skills, created a series of videos to help them cope with how
their daily lives have changed during COVID-19. The first two videos deal with
talking about their feelings and missing their friends, and are shared on the
congregation's Facebook page. Watch first video. |

| Though maintaining six feet of physical distance, members showed up closer
than ever in the parking lots and entrances of Riverside and Sentara hospitals.
They lifted signs and voices in prayer and encouragement for the staff and
patients. Messages in chalk lined the sidewalks and Thank You was spelled out
by members holding letters. |

| ACT: Peace Lutheran Church, Charlottesville |
| Coordinators of the local Hungry Hearts No More, a program supporting
food-insecure families, are preparing to roll out a new way for supporters to
help. Not only are collection bins for food donations located outside the
church, but drop off points have been set up in every subdivision/street in two
area residential communities. In order to reduce the number of touches to the
food and give the food more time to quarantine prior to packing, they are
asking donors to pack food in a bag and then labelthe bag with its meal
contents. |
