Hey friends,

To my understanding, this came out just after 2112's success. Given Rush's 
first two albums were originally released on the independent Moon Records in 
Canada (instead of the independent Anthem, as opposed to Mercury in the US), 
and the third sold little, a swift repackage at a budget price allowed the 
label to cash in on the relative success of 2112. It's basically identical to 
buying the first three albums, albeit with different packaging.
