קבוצת גדר, שלום וברכה!
הקבוצה הולכת ומתרחבת.
כרגע חברים בקבוצה מספר מאות תושבים.
בכוונתנו להגדיל את רשימת החברים בקבוצה באופן שתרכז את מרבית התושבים הגרים במרחב
גוש עציון.
חשיבות מיוחדת, אנו רואים להשתתפות ברשימת התפוצה של תושבים המעוניינים לתרום
מזמנם.
אנו בהתארגנות לקראת הצעת דרכים לפעילות בתחום הציבורי וההירתמות חשובה.
בכוונתנו לארגן לקראת סוף שבוע הבא 2 כנסים (במתנ"ס אפרת ובמתנ"ס גוש עציון)
שיסייעו לשבץ תושבים המעוניינים להירתם למשימה.

להלן עדכון לאלה שלא עוקבים אחר ההתפתחויות מקרוב :
a.. ממשלת ישראל החליטה להקים גדר הפרדה בגוש- עציון.
b.. הגדר אמורה להפריד בין יישובים שיהיו בתוך הגדר ויישובים שיישארו מחוץ לגדר.
c.. תכנית הקמת הגדר אמורה לצאת לפועל כבר בתקופה הקרובה. אתר המכיל פרטים בנושא

d.. לפני כחודש וחצי עמדו של הפרק שתי הצעות עיקריות:
a.. הצעה ראשונה - הצעת אנשי כפר עציון שיצאו בעצומה הקוראת לוויתור על הגדר
המוצעת ולהציע תוואי ואמצעים חליפיים, שיימנע פיצול של הגוש לחלקים.
b.. הצעה שנייה - הצעה של ראש מועצת גוש עציון הקוראת לא להתנגד לגדר כל עוד
הגדר לא מייצרת חיים לא סבירים לתושבי הגוש שבתוך הגדר.
e.. סיכום העמדות פורסם במלואו על ידינו.

a.. לפני כחודש הוחלט על ידי ראשי 3 המועצות (אפרת, ביתר וגוש עציון) להתאחד
במטרה להביא לפעילות משותפת מיטבית. וקוראת לדחיית ביצוע הגדר עד ליצירת הסכמה בין
התושבים והממשלה.

לקבלת קובץ Word " עדכון תושבים מס' 2".
a.. הוסכם על ידי המועצות שיש להכין תכנית פעילות הכוללת שני מרכיבי פעילות
שיופעלו במקביל: פעילות משפטית ופעילות ציבורית.
b.. הוסכם על ידי המועצות להציע הצעה שלישית לתוואי: תוואי שיהווה מכשול בטחוני
בלתי רציף. היתרונות של תוואי כזה הנם בעיקרם שלושה:
a.. למנוע מערבים להגיש ערערים בטענה שהגדר אינה מאפשרת להם לעבד את שדותיהם
b.. למנוע סגירה וניתוק של היישובים "המזרחיים" של הגוש מהיישובים ה"מערביים".
c.. למנוע הרגשת החנק העלולה להיווצר מהגדר המתוכננת.
c.. מאז בוצעו מספר מגוון של פגישות עם אנשי ציבור ביניהם שר הביטחון (פורסם ב:
gadergush@xxxxxxxxx כעדכון תושבים מס' 3), אלוף הפיקוד, ראש מנהלת הגדר ועוד.
פרטים ניתן למצוא במסמך של שאול גולדשטיין, ראש מועצת גוש עציון הנספח למסמך זה.
d.. התוכן העיקרי של סיכום זה היה המילה של שר הביטחון שלא ייקבעו עובדות על ידי
התחלת עבודות הבנייה כל עוד לא הוסדר סופית התוואי של כל הגדר. למרות זאת הובא
לידיעתנו שאין עמידה בסיכום זה (ראה עדכון תושבים מס' 4 שיצא על ידי מר שאול
גולדשטיין, פורסם gadergush@xxxxxxxxx ).

To all subscribers to Gader Gush,
Our group is, B"H' expanding and we have a few hundred e-mail addresses on our
list. Our intention is to increase this figure to encompass as many residents
of the Gush as possible.
We are extremely interested in including in this list as many people as
possible who are willing to give of their time to our cause. We are presently
in the early stages of organization leading up to entry into the public realm
therefore recruitment of volunteers with motivation is essential at this time.
We are planning two organized sessions towards the end of next week (one in the
mantas of the gush near Alon Shvut and one at the mantas in Efrat) that we hope
will aid us in assignation and integration of residents that are willing to
help out in this extremely important endeavor.
The following is an update for all those that have not been following the
latest developments:
· The Israeli government has officially decided to build a separation
fence in Gush Etzion
· The intention of the fence is to separate between yishuvim that will
be within the fence and those that will not.
· The plan is to be implemented in the very near future. Information
can be obtained about this at (http://www.gushnet.com) a website created with
the cooperation of the Beitar, gush Etzion and Efrat Councils as well as
updates that can be obtained from the website of the Gush Etzion area council
at: (http://www.gush-etzion-region.muni.il) as well as the website of Kfar
Etzion (http://www.kfar-etzion.co.il). This sites contain information that will
constantly be updated.
· About a month ago there were 2 suggestions that were offered:
1. Suggestion #1 offered by the membership meeting of Kfar Etzion that
was a petition calling for renunciation of the planned fence and suggesting
alternative security methods that would prevent division of the Gush.
2. Suggestion #2 offered by the Mayor of gush Etzion, Shaul Goldstien
that called for not opposing the fence as long as the fence does not interfere
with the normal every day activities of those residents of Gush Etzion living
within the fence.
· The full text of these suggestion was published by us and can be obtained

· About a month ago the three mayors of Beitar, Gush Etzion and Efrat decided
to begin cooperation in order to improve and maximize our efforts concerning
the fence. They also called for postponing implementation of the fence until
there would be agreement by the local residents and the government. More
details on this can be obtained at the gadergush mail address in the file 2
עדכון תושבים מס'.
· The local councils decided that a plan must be devised with 2 basic aims
that must be implemented simultaneously: a public campaign and legal activity.
· The local councils also decided to suggest an alternative route for the
fence that will be a non-sequential security obstacle. The main advantages
being:
· To prevent Arabs from appealing and objecting on the grounds that the
fence is not permitting them access to work their land.
· To prevent closure and separation of the "eastern" yishuvim of the
gush to the "western" yishuvim.
· To prevent the feeling of a ghetto atmosphere that could be generated
by the planned fence
· Since then we have conducted quite a few meetings with politicians and
officials including the Minister of Defense mentioned in a mail sent out from
gadergush@xxxxxxxxx with the file כעדכון תושבים מס' 3, the OC Central Command,
the head of the administration of the fence, etc. Details regarding these
developments can be found in a letter from Shaul Goldstein that can received on
request from gadergush@xxxxxxxxx .
· The main item of this letter was an oral promise given to Shaul Goldstein,
Mayor of Gush Etzion by Shaul Mofaz, the efense Minister that work on the
fence will not begin until the final complete route of the fence has been
resolved. In spite of this it has come to our attention that that this
understanding is not being honored (see עדכון תושבים מס' 4 that was sent out by
Shaul Goldstein through gadergush@xxxxxxxxx . For a copy please send us a mail.)
As of now we are standing behind our decision to begin a public campaign. This
project is extremely important and depends greatly on your volunteer
participation. There are no paid employees that will work on this. This all
depends on us.
More updates will be sent out shortly.
An attachment is being sent with this mail with a table to be filled in by
people that want to be added to our mailing list. Please send this out to
anybody you know in the gush that should be on this list. We especially need to
get to more people from the eastern Gush as well as Betar. Please: Do not send
to relatives and friends outside of the Gush.
