Government of Canada invests in zero-emission vehicles

Canadians’ quality of life—and Canada’s future growth—are deeply tied to the environment. Failing to invest in a cleaner, more sustainable future threatens the things Canadians rely on for their success: an affordable cost of living, good, well-paying jobs and resilient communities.

Today, the Minister of Transport, the Honourable Marc Garneau, was in Montreal (Quebec) to highlight how investments in Budget 2019 would make it easier for Canadians to choose a zero-emission vehicle. The Honourable Catherine McKenna, Minister of Environment and Climate Change, and the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development, were also in Vancouver (British Columbia) and Toronto (Ontario) respectively to highlight the new incentive program. Budget 2019 provides support to expand the network of zero-emission vehicle charging and refuelling stations, and is creating new incentives for people and businesses to purchase zero-emission vehicles.

The government proposes to invest $300 million over three years on a new federal purchase incentive for eligible zero-emission vehicles.

The purchase incentive for zero-emission vehicles will apply to eligible new vehicles that are purchased or leased on or after May 1, 2019. This incentive program is a measure announced in Budget 2019 and is subject to Parliamentary approval.

To be eligible for incentives, a vehicle must have a base-model manufacturer’s suggested retail price of less than $45,000 for passenger vehicles with six or fewer seats, and less than $55,000 for vehicles with seven or more seats. For eligible vehicles with six or fewer seats, higher priced versions (trims) are eligible as long as the final manufacturer’s suggested retail price is $55,000 or less.

Canadians who purchase or lease an eligible battery electric, hydrogen fuel cell, or longer range plug-in hybrid vehicle, will receive an incentive of $5,000. Canadians who purchase or lease a shorter-range plug-in hybrid vehicle will receive an incentive of $2,500.

Quick facts

Transportation accounts for a quarter of Canada’s greenhouse gas emissions, almost half of which comes from cars and light trucks. The government is committed to putting more zero-emission vehicles on the road, which offer the potential to significantly reduce greenhouse gas emissions, particularly in the longer-term.

To support the transition to a low-carbon transportation system, the Government of Canada has set targets for sales of zero-emission vehicles in Canada, which are as follows: 10% of new light-duty vehicle sales to be zero-emission vehicles by 2025, 30% by 2030, and 100% by 2040.

Budget 2019 provides $300 million, starting in 2019-20, to introduce a new federal purchase incentive program to encourage more Canadians to buy zero-emission vehicles.

The new Incentives for Zero-Emission Vehicles program will supply incentives for zero-emission vehicles, which include battery electric, plug-in hybrid, and hydrogen fuel cell vehicles.

This incentive program is aligned with the expert advice delivered by the Advisory Council on Climate Action in their interim report.

Zero-emission vehicles help fight climate change

Transportation is the second largest source of greenhouse gas (GHG) emissions in Canada. This accounts for a quarter of Canada's total GHG emissions and almost half of those emissions come from cars and light trucks. One way that we can reduce the amount of transportation-related GHG emissions is to get more zero-emission vehicles (ZEVs) on the road.

A ZEV is a vehicle that has the potential to produce no tailpipe emissions. They can still have a conventional internal combustion engine, but must also be able to be operate without using it.

For example, we consider the following vehicles to be ZEVs:

    battery-electric
    plug-in hybrid electric
    hydrogen fuel cell


Making zero-emission vehicles more affordable

We know that the higher cost of zero-emission vehicles (ZEVs) can make it more difficult to adopt this clean technology. The iZEV program and new tax write-offs for businesses will help make it more affordable.
Purchase and Lease Incentives

Effective May 1, 2019, we will provide an incentive for consumers who buy or lease an eligible ZEV.

There are two levels of incentive:

Battery-electric, hydrogen fuel cell, and longer range plug-in hybrid vehicles are eligible for an incentive of $5,000
Shorter range plug-in hybrid electric vehicles are eligible for an incentive of $2,500

To be eligible for the Incentives for Zero-Emission Vehicles program, you have to purchase or lease:

a vehicle with six seats or fewer, where the base model (trim) Manufacturer's Suggested Retail Price (MSRP) is less than $45,000;
higher priced versions (trims) of these vehicles, up to a maximum Manufacturer's Suggested Retail Price (MSRP) of $55,000, will also be eligible for purchase incentives;

AND

a vehicle with seven seats or greater, where the base model Manufacturer's Suggested Retail Price (MSRP) is less than $55,000;
higher priced versions (trims) of these vehicles, up to a maximum Manufacturer's Suggested Retail Price (MSRP) of $60,000, will also be eligible for purchase incentives;

You will still be eligible for the incentive even if delivery, freight and other fees, such as vehicle colour and add-on accessories, push the actual purchase price over these set limits.

How to receive the incentive

The purchase incentives for zero-emission vehicles will be applied to eligible vehicles purchased or leased on or after May 1, 2019. Further details will be available on our website by April 30, 2019.

The federal purchase incentive for zero-emission vehicles will be applied in addition to any provincial zero-emission vehicles incentive offered.

Only new zero-emission vehicles are eligible for the federal incentive (i.e. vehicles that have not been plated before).

The incentive can be applied to eligible leased vehicles, but will be prorated based on the length of the lease. For example, a 48-month lease is eligible for the full incentive amount for the eligible vehicle in question and a 24-month lease will be eligible for half of the incentive for that vehicle.

There a limit on how many vehicles Canadians can purchase or lease under the Program. Individuals can only get one incentive under this Program in a calendar year. Businesses and provincial and municipal governments operating fleets can only get up to 10 incentives under this Program in a calendar year.
Tax Write-Off

Businesses will be eligible for a full tax write-off on some ZEVs in the year they are put into use.

Qualifying vehicles will include:

    battery-electric
    plug-in hybrid electric (with a battery capacity of at least 15 kWh)
    hydrogen fuel cell (including light, medium, and heavy-duty vehicles)

Businesses, provincial, and municipal governments operating fleets can only get up to 10 incentives under this Program in a calendar year.
