[kegswindows] troubleshooting win98 bootup

I'm troubleshooting a Win98 machine that will not boot.  The error, "Explorer 
performed illegal operation", is displayed on a gray screen with a "close" 
button.  When booting from a 98 diskette, the error, "vfat device 
initialization failed-device or rescource required by vfat is not present or is 
unavailable", is displayed (I think there is a message or two prior to this but 
I don't remember what).

I've worked through the MS article 139063 for the possible causes, but to no 
avail.  One cause says, "...the config.sys file contains a line that points to 
a previous version of the Ifshlp.sys file".  I assume the version refers to the 
file's size and date which are 3,708 and 4/23/99, respectively.

Any suggestions for further troubleshooting?
