Projects may include short-term seminars, curriculum development, or group research or study. Applications Available: September 18, 2006. Deadline for Transmittal of Applications: November 2, 2006. Eligible Applicants: (1) Institutions of higher education, (2) State departments of education, (3) private nonprofit educational organizations, and (4) consortia of these entities. Estimated Available Funds: The Administration has requested $2,223,000 for new awards for this program for FY 2007. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program. Estimated Range of Awards: $50,000-$90,000. Estimated Average Size of Awards: $74,000. Estimated Number of Awards: 30.

  (NIDRR) -- Disability and Rehabilitation Research Projects and
  Centers Program -- Advanced Rehabilitation Research Training

Purpose of Program: The purpose of this program is to provide
research training and experience at an advanced level to
individuals with doctorates or similar advanced degrees who have
clinical or other relevant experience.  ARRT projects train
rehabilitation researchers, including individuals with
disabilities, with particular attention to research areas that
support the implementation and objectives of the Rehabilitation Act
of 1973, as amended (Act), and that improve the effectiveness of
services authorized under the Act.
    Dates: Applications Available: September 19, 2006.
    Deadline for Transmittal of Applications: November 20, 2006.
    Eligible Applicants: Institutions of higher education (IHEs).
    Estimated Available Funds: $900,000.  The Administration has
requested $106,705,000 for NIDRR for FY 2007, of which we intend to
use an estimated $900,000 for the ARRT competition.  The actual
level of funding, if any, depends on final congressional action.
However, we are inviting applications to allow enough time to
complete the grant process if Congress appropriates funds for this
program.
    Estimated Average Size of Awards: $150,000.
    Estimated Number of Awards: 6.

  Upward Bound Program (Includes Regular Upward Bound (UB),

Purpose of Program: The Upward Bound program is one of seven
programs known as the Federal TRIO programs.  There are three types
of grants under the Upward Bound program: Regular Upward Bound
grants; Veterans Upward Bound grants; and Upward Bound Math and
Science grants.  The regular Upward Bound projects are designed to
generate in participants the skills and motivation necessary for
success in education beyond secondary school.  The Veterans Upward
Bound projects are designed to assist veterans in preparing for a
program of postsecondary education.  The Upward Bound Math and
Science projects are designed to prepare high school students for
postsecondary education programs that lead to careers in the fields
of math and science.
    Dates: Applications Available: September 22, 2006.
    Deadline for Transmittal of Applications: November 6, 2006.
    Eligible Applicants: Institutions of higher education; public
or private agencies and organizations; combinations of
institutions, agencies, and organizations; and secondary schools
under exceptional circumstances, if there is no institution,
agency, or organization capable of carrying out an applicable
Upward Bound project in the proposed target area.
    Estimated Range of Awards: $250,000-$853,000 for year one of
UB; $250,000-$543,000 for year one of VUB; and $250,000-$354,000
for year one of UBMS.
    Estimated Average Size of Awards: $350,000 for UB; $300,000 for
VUB; and $270,000 for UBMS.
    Estimated Number of Awards: 766 for UB; 42 for VUB; and 128 for
UBMS.

Purpose of Program: The purpose of the Research Fellowships Program
is to build research capacity by providing support to enable highly
qualified individuals, including those who are individuals with
disabilities, to conduct research about the rehabilitation of
individuals with disabilities.
    Applications Available: September 26, 2006.
    Deadline for Transmittal of Applications: November 27, 2006.
    Eligible Applicants: Only individuals who have training and
experience that indicate a potential for engaging in scientific
research related to the solution of rehabilitation problems of
individuals with disabilities are eligible.  The program provides
two categories of Research Fellowships: Merit Fellowships and
Distinguished Fellowships.  (a) To be eligible for a Distinguished
Fellowship, an individual must have seven or more years of research
experience in subject areas, methods, or techniques relevant to
rehabilitation research and must have a doctorate, other terminal
degree, or comparable academic qualifications.  (b) To be eligible
for a Merit Fellowship, an individual must have either advanced
professional training or independent study experience in an area
that is directly pertinent to disability and rehabilitation.  In
the most recent competitions, Merit Fellowship recipients had
research experience at the doctoral level.
    Maximum Awards: Merit Fellowships: $65,000; Distinguished
Fellowships: $75,000.
    Estimated Number of Awards: 7 including both Merit and
Distinguished Fellowships.

Purpose of Program: The purpose of this program is to: (1) Improve
results for children with disabilities by promoting the
development, demonstration, and use of technology; (2) support
educational media services activities designed to be of educational
value in the classroom setting to children with disabilities; and
(3) provide support for captioning and video description that is
appropriate for use in the classroom setting.
    Applications Available: September 26, 2006.
    Deadline for Transmittal of Applications: November 13, 2006.
    Eligible Applicants: State educational agencies (SEAs); local
educational agencies (LEAs); public charter schools that are LEAs
under State law; institutions of higher education (IHEs); other
public agencies; private nonprofit organizations; outlying areas;
freely associated States; Indian tribes or tribal organizations;
and for-profit organizations.
    Estimated Available Funds: The Administration has requested
$31,063,000 for the Technology and Media Services for Individuals
with Disabilities program for FY 2007, of which we intend to use an
estimated $500,000 for the Research on Technology Effectiveness and
Implementation for Children with Disabilities: Web-Supported
Instructional Approaches competition.  The actual level of funding,
if any, depends on final congressional action.  However, we are
inviting applications to allow enough time to complete the grant
process if Congress appropriates funds for this program.
    Number of Awards: 1.
