Purpose of Program: The Fulbright-Hays Doctoral Dissertation
Research Abroad Fellowship Program provides opportunities to
doctoral candidates to engage in full-time dissertation research
abroad in modern foreign languages and area studies.  The program
is designed to contribute to the development and improvement of the
study of modern foreign languages and area studies in the United
States.
    Applications Available: September 5, 2007.
    Deadline for Transmittal of Applications: November 5, 2007.
    Eligible Applicants: IHEs.  As part of the application process,
students submit individual applications to the IHE.  The IHE then
officially submits all eligible individual student applications
with its grant application to the Department.
    Estimated Range of Fellowship Awards: $15,000-$60,000.
    Estimated Average Size of Fellowship Awards: $37,000.
    Estimated Number of Fellowship Awards: 118.

  State Personnel Development Grants Program (Federal Register:

Purpose of Program: The purpose of this program is to assist State
educational agencies (SEAs) in reforming and improving their
systems for personnel preparation and professional development in
early intervention, educational, and transition services in order
to improve results for children with disabilities.
    Applications Available: September 5, 2007.
    Deadline for Transmittal of Applications: January 3, 2008.
    Eligible Applicants: An SEA of one of the 50 States, the
District of Columbia, or the Commonwealth of Puerto Rico or an
outlying area (United States Virgin Islands, Guam, American Samoa,
and the Commonwealth of the Northern Mariana Islands).  Current
State Program Improvement Grant grantees with multi-year awards who
wish to apply for a grant under the State Personnel Development
Grants Program may do so, subject to section 651(e) of IDEA, which
prohibits a State requesting a continuation award under the State
Improvement Grant Program, as in effect prior to December 3, 2004,
from receiving any other award under this program authority for
that fiscal year.
    Estimated Range of Awards: $500,000-$4,000,000 (for the 50
States, the District of Columbia, and the Commonwealth of Puerto
Rico.  In the case of an outlying area awards will be not less than
$80,000.
    Estimated Average Size of Awards: $959,400, excluding outlying
areas.
    Estimated Number of Awards: 5.

a certificate in areas of personnel shortages, or provide support
for medical residents enrolled in residency training programs in
the specialty of physical medicine and rehabilitation.
    Applications Available: September 13, 2007.
    Deadline for Transmittal of Applications: October 29, 2007.
    Eligible Applicants: States and public or nonprofit agencies
and organizations, including Indian tribes and institutions of
higher education.
    Estimated Range of Awards: $100,000-$150,000.
    Estimated Average Size of Awards: $137,500.
    Estimated Number of Awards: 19.

  Technical Assistance Workshops for 2008 Gaining Early Awareness
  and Readiness for Undergraduate Programs (GEAR UP) (Federal
  Register: September 12, 2007 [#CFDA#s 84.334A and 84.334S])

Summary: The Department expects to hold competitions for new State
and Partnership grants under the GEAR UP program in FY 2008.  This
notice provides information about four one-day technical assistance
workshops to assist institutions of higher education, local
educational agencies, and States interested in preparing grant
applications for FY 2008 new awards under the GEAR UP program.
Program staff will present information about the purpose of the
GEAR UP Program, selection criteria, application content,
submission procedures, and matching and reporting requirements.
    Although the Department has not yet announced an application
deadline date in the Federal Register for the FY 2008 competitions,
the Department is holding these workshops to give potential
applicants guidance for preparing applications for the competitions
we expect to conduct in FY 2008.  Specific requirements for the FY
2008 competitions will be published in a separate Federal Register
notice.  This notice announces the technical assistance workshops
only.
