  Rehabilitation Training: Rehabilitation Long-Term Training

Purpose of Program: The Rehabilitation Long-Term Training program
provides financial assistance for:  (1) Projects that provide basic
or advanced training leading to an  academic degree in areas of
personnel shortages in rehabilitation as identified by the
Assistant Secretary; (2) Projects that provide a specified series
of courses or program of study leading to award of a certificate in
areas of personnel shortages in rehabilitation as identified by the
Assistant Secretary; and (3) Projects that provide support for
medical residents enrolled in residency training programs in the
specialty of physical medicine and rehabilitation.
    Applications Available: January 18, 2007.
    Deadline for Transmittal of Applications: February 20, 2007.
    Eligible Applicants: States and public or nonprofit agencies
and organizations, including Indian tribes and institutions of
higher education.
    Estimated Range of Awards: $75,000-$100,000.
    Estimated Average Size of Awards: $87,500.
    Estimated Number of Awards: 10.

  Alaska Native Education Program (Federal Register: January 19,

Purpose of Program: The purpose of this program is to develop and
support supplemental educational programs to benefit Alaska
Natives.  Permissible activities under this program include the
following: (1) Development and implementation of plans, methods,
and strategies to improve the education of Alaska Natives; (2)
Development of curricula and educational programs that address the
educational needs of Alaska Native students; (3) Professional
development activities for educators; (4) Development and operation
of home instruction programs for Alaska Native preschool children,
to ensure the active involvement of parents in their children's
education from the earliest ages; (5) Family literacy services; (6)
Development and operation of student enrichment programs in science
and mathematics; (7) Research and data collection activities to
determine the educational status and needs of Alaska Native
children and adults; (8) Other research and evaluation activities
related to programs carried out under Alaska Native education
programs; (9) Remedial and enrichment programs to assist Alaska
Native students in performing at a high level on standardized
tests; (10) Education and training of Alaska Native students
enrolled in a degree program that will lead to certification or
licensing as teachers; (11) Parenting education for parents and
caregivers of Alaska Native children to improve parenting and
caregiving skills (including skills relating to discipline and
cognitive development and parenting education provided through in-
home visitation of new mothers); (12) Activities carried out
through Even Start programs under subpart 3 of part B of Title I of
the Elementary and Secondary Education Act of 1965, as amended
(ESEA), and Head Start programs under the Head Start Act, including
the training of teachers for Even Start and Head Start programs;
(13) Other early learning and preschool programs; (14) Dropout
prevention programs; (15) Career preparation activities to enable
Alaska Native children and adults to prepare for meaningful
employment, including programs providing "tech-prep," mentoring,
training, and apprenticeship activities; (16) Provision of
operational support and purchasing of equipment to develop regional
vocational schools in rural areas of Alaska, including boarding
schools, for Alaska Native students in grades 9 through 12, or at
higher levels of education, to provide the students with necessary
resources to prepare for skilled employment opportunities; (17)
Construction of facilities that support the operation of Alaska
Native education programs; and (18) Other activities, consistent
with the purposes of this program, to meet the educational needs of
Alaska Native children and adults.
    Applications Available: January 19, 2007.
    Deadline for Transmittal of Applications: March 5, 2007.
    Eligible Applicants: (a) Alaska Native organizations; (b)
Educational entities with experience in developing or operating
Alaska Native programs or programs of instruction conducted in
Alaska Native languages; (c) Cultural and community-based
organizations with experience in developing or operating programs
to benefit Alaska Natives; and (d) Consortia of organizations and
entities described in this paragraph to carry out activities that
meet the purposes of this program.
    Estimated Range of Awards: $300,000-$600,000.
    Estimated Average Size of Awards: $450,000.
    Estimated Number of Awards: 5-8.

  Early Reading First Program (Federal Register: January 22, 2007
  [CFDA# 84.359A and B])

Purpose of Program: This program supports local efforts to enhance
the oral language, cognitive, and early reading skills of preschool
age children especially those from low-income families, through
strategies, materials, and professional development that are
grounded in scientifically based reading research.
    Applications Available: January 22, 2007.
    Deadline for Transmittal of Pre-Applications: February 21,
2007.
    Deadline for Transmittal of Full Applications: May 29, 2007
(for applicants invited to submit full applications only).
    Eligible Applicants: Under this competition, eligible
applicants are (a) one or more local educational agencies (LEAs)
that are eligible to receive a subgrant under the Reading First
program (Title I, Part B, Subpart 1 of the Elementary and Secondary
Education Act of 1965, as amended (ESEA)); (b) one or more public
or private organizations or agencies (including faith-based
organizations) located in a community served by an eligible LEA; or
(c) one or more eligible LEAs, applying in collaboration with one
or more eligible organizations or agencies.  To qualify under
paragraph (b) of this definition, the organization's or agency's
application must be on behalf of one or more programs that serve
preschool age children (such as a Head Start program, a child care
program, or a family literacy program such as Even Start, or a lab
school at a university), unless the organization or agency itself
operates a preschool program.  A list of eligible LEAs that qualify
under paragraph (a) of this definition for this FY 2007 competition
will be posted on the Early Reading First Web site at
http://www.ed.gov/programs/earlyreading/index.html.  If a State
changes its Reading First program eligibility list after the date
of publication of this notice, those changes will not affect an
LEA's eligibility for the purpose of this FY 2007 Early Reading
First program competition.
    Estimated Range of Awards: $1,500,000-$4,500,000.
    Estimated Average Size of Awards: $3,000,000.
    Estimated Number of Awards: 23-68.

  Fund for the Improvement of Postsecondary Education -- Special
  Focus Competition: U.S.-Brazil Higher Education Consortia Program
  (Federal Register: January 24, 2007 [CFDA# 84.116M])

Purpose of Program: To provide grants or enter into cooperative
agreements to improve postsecondary education opportunities by
focusing on problem areas or improvement approaches in
postsecondary education.
    Applications Available: January 24, 2007.
    Deadline for Transmittal of Applications: April 30, 2007.
    Eligible Applicants: Institutions of higher education (IHEs) or
combinations of IHEs and other public and private nonprofit
institutions and agencies.
    Estimated Range of Awards: $28,000-$30,000 for the first year.
$200,000-$210,000 for four-year duration of grant.
    Estimated Average Size of Awards: $29,000 for the first year.
$205,000 for four-year duration of grant.  $50,000 for short-term
complementary grants.  Short-term complementary grants support
activities that complement partnerships between or among U.S. and
Brazilian colleges and universities.  The objectives of these
activities (which may receive up to two years of funding) support
the extension of projects through: (1) Outreach to local or
regional communities in both countries; (2) scale-up of current
activities to include additional partners and organizations; or (3)
the dissemination of project results.  Proposed activities may add
to work at groups of institutions currently funded by the U.S.
Brazil Program or add to established partnerships not previously
supported under the U.S. Brazil Program.
    Estimated Number of Awards: 12.
