I assume you've tried the track and bus EQs built into Sonar, and those are not registering any changes? I also assume you have HSC installed correctly. If so, First you must enable the EQ plugin with Control# where # is 1 to 6 for each of the bands. Using Control-Alt-Tab, cycles you around the spot ring for the selected band parameters, and adding shift key goes backwards. When you include the windows keys to these combinations, you move between the different spot rings, which in this case are the different bands of the EQ. Using the first of a band's parameter, the Band # filter, you left-click on it to choose what type of filter you want to use. If you want to remove all frequencies above or below a given range, you can use the low pass and high pass filters. If you want to attenuate a given frequency by up to -18 db, the peak/dip filter type should do that.
Next in the spot ring of that band, in other words if you press control-alt-tab, you land on the frequency slider, which you can adjust with up and down arrow keys, page up and down, or by double-clicking and typing in a specific frequency value. Next in the spot ring is the Q slider, which tells the EQ the width of the frequency you have selected should be affected. The larger the number, the wider the range is affected below and above your selected frequency.
Finally in the spot ring is the gain slider. After choosing all the other parameters of the band, moving this slider should adjust the sound which you should hear. Again the up and down arrows, and page up and down should adjust this slider, and double-clicking and typing in a value will also allow you to choose the gain nob by numbers exactly. If you adjust this parameter after specifying the others, you should hear the change. If you do not, you can also change from the default pre to post FX from the Track Inspector view. As you arrow through the track inspector, there should be a field which Jaws says "Blank field". Context key on this, and you should hear the pre FX and post FX options as you again arrow through, and which is checked.
Changing to post FX usually helps you hear EQ changes more audibly when you are back in the EQ plugin window. That same blank field I mentioned earlier, you can enter on it to re-open the plugin window.
Finally, and I should have said this earlier, but if you want to see these things in the track inspector view, you have to find the Display option in the inspector, and in there, make sure only EQ and Plot are the only items selected, and perhaps also FX if you need to view FX parameters of other plugins. Everything else such as pan and volume Etc should be unchecked. Then, go to the Module Options in the track inspector, then to Eq and Plot submenu, then choose plot resolution of 18 DB, which should allow you to make more drastic EQ gain attenuation to suit your purposes.

I'm on the look out for an accessible parametric E Q plug in which
could be added to live audio as opposed to virtual instruments. I want
to remove frequencies rather than make sounds brighter or darker. I
have tried working with the FX plugins which come with Sonar and it
isn't registering any changes. I have investigated some physical
machines without much success. Any help would be greatly appreciated.
