[joey] Roster List

I am trying to work with the Coccinella client to connect to Joey.
I am able to connect and create users, but I don't ever get a roster
returned to the client.
I went into the source code and found that the Roster property returns a
RosterManager object.
I don't see where this RosterManagement object ever gets populated.
Can someone point me in the correct direction?
I am using Joey Alpha 2
