Nearly, you missed the final \ off Mike, without it the file would be copied
to the windows directory renaming to a file system32 (with no extension).

The better way would be to move to the target directory and simply type copy
'source file'

So, in order it's:-

Cmd
Cd c:\windows\system32
copy C:\WINDOWS\SERVICEPACKFILESi386\wininet.dll
Exit

I don't think you have to repeat the file name for its destination.
