It will be a while before it is operational. The current tower and radar rooms have to remain operational during the transitional stage so no equipment can be removed from them. Everything in the new tower is therefore brand new and not necessarily identical to the old stuff - which means the controllers are required to revalidate to operate in the new building. This will take time. It would be ironic if a controller fails to validate in the new building because he can't get to grips with the new equipment.
