That's a very very bad piece of spyware,  it's a pain to get rid of, if you 
uninstall it it comes back,  you'd need an advanced user to go in with a 
program called highjack this to get rid of it, that program will do exactly 
what you're saying is goign on with your machine with programs not working 
right and computer running slow, I just had 2 jobs getting  rid of that from 
computers this week and it's not for the inexperienced. I hate to have to 
tell you that,  you can do a search on webrebates all 1 word and you'll find 
a lot on it if you search on google.
