switching users in windows xp and jaws

When I created a new user account in windows xp and tried to switch users
Jaws wouldn't re-start.
I tried to create shortcuts in each account for jaws but when I hit the hot
keys jaws still didn't respond.
Is there any way to switch user accounts and have jaws come up right away
or do you have to shut down and re-start to change users???
