You should try installing the SAPI 5.1 runtime. That worked for me.

I have recently gotten the scansoft Daniel voice, and am having problems.
Whenever I go into the speech properties in the control panel and choose it
for the computers default voice, I keep getting this dialog.

  Speech Properties

This voice cannot be played. Please try selecting another voice or
  selecting a different

  audio output device.

I only have 1 sound card on this computer, and I really want this voice to
work. What should I do to get it to work?

  Thanks.

  Mathew Menard.
