Basically, it is browsing a web site without advertising or repeated navigation
links. RSS Reader gathers something like headlines or highlights from
RSS-enabled web sites which you select. If you see something of interest, you
tab and can read a little more about the item or there is a link to that web
page.
The trickiest things about it are that you have to install dot net framework
and be able to paste in the relevant address for the feeds.
