Not necessarily, you should be able to just install over your existing copy.
You could if you want but shouldn't need too.

I have a machine running XP Home and JFW 4.02. I have some damage to JFW
and it appears that I will need to reinstall. Do I need to totally remove
JFW before reinstalling?
