Therein lies a ponderous question: Why indeed? But it's true, the activation 
is not "restored" by sending back to FS. Not like in the old days with the 
floppy disk authorization, where you could indeed put authorization count 
back on the floppy.

FS just doesn't have a way to detect that someone is "returning" an 
authorization.
