Or they are a scanned image.  If it says the PDF is empty, often it is a
scanned image that would have to have OCR.  In adobe 7, you can go to the
document menu, and enter on accessibility quick check and it will tell you 
if the document appears to have no text.

Debbie, thanks for the help.

I was comparing my 98 machine with my XP home machine, reading the same
file, and it looks like the 98 machine reads the same PDF without errors.
adobe 6.0.5 with 98 and 7.0.7 with XP.  It reads the same with jfw or window
eyes.  I have also had problems reading some PDF with my 98.  It will not
read the file at all.  Probably written in the later PDF version.
