outlook 2007 email reading

I am confused! Some of my messages automatically read. Other times, it only
occurs when I tab once.

 

Is there some setting that needs to be changed? Auto preview is off, I
believe.

The reading submenue is set for right. Does it need to be set for bottom or
never?
