My only reason for the correction was to prevent people from, as I wound
up doing, spending a lot of time looking for a "Run JAWS First" option
that wasn't there, not realizing what was meant. Yes, it's been a very
long four years, at least for me.

"Run JAWS first" is what they called it way back when, and is a term that hasn't been used in JAWS for at least the four years I've been using it.
One thing to try is this. From the desktop, hit windows key+r, then type
jaws7
and hit enter. If this works, then we know it's just a matter of getting JAWS starting automatically.
