Taking this from the Google FAQ:"You use the Text-to-speech settings to configure the Android text-to-speech synthesizer for applications that can take advantage of it, such as Screen Reader.
Screen Reader speaks the labels or names of items as you navigate the phone's user interface.
Step 1: Enable Screen Reader: From the home screen, press Menu Touch Settings Check Accessibility Touch Screen Reader You will be shown a disclaimer, touch OKWhen selecting applications or menu selections, you will tap once to hear the voice read the name, tap twice quickly to activate the application or to continue through the menus.
Edit the Text-to-speech settings: From the Home Screen, press Menu Touch Settings Touch Voice input & output Touch Text to speech settingsThe following options will be greyed out until you initially Install Voice Data from the Android Marketplace:
Listen to an example - Plays a brief sample of the speech synthesizer, using your current settings.
Always use my settings - Check to use the settings on this screen in place of speech synthesizer settings available in other applications.
Speech rate - Opens a dialog where you can select how quickly you want the synthesizer to speak.
Language - Opens a dialog where you can select the language of the text you want the synthesizer to read, so it is pronounced correctly. This is particularly useful in combination with the Always use my settings setting, to ensure that text in a variety of applications is spoken correctly."
