drag & drop

I'm having trouble dragging and dropping an icon from my desktop to my start
menu. I've done this before, but for some reason it's not working. It does
one of two things:
1. I will make sure the JAWS curser is on the icon, do an insert control
left mouse, and after turning the PC curser back on, go to the start menu
and do a control insert left mouse. It will tell me the object is not found
and the drag and drop is canceled.
2. I follow the steps above, and it will place the icon in a folder on my
desktop instead of on the start menu.
Any ideas what the problem could be or am I missing a step? I'm using JAWS
5.1 on this computer with XP Home.
