disabling the pop up blocker in service pack 2

Hi, I had asked this question before, but haven't heard any reply. I thought I
would try one more time. Does anyone know how to completely disable the pop up
blocker that comes in service pack 2? I've to tools, and turned off the pop up
blocker. I then closed the internet, and even rebooted the computer, but the
pop up blocker is still blocking pop ups, and sometimes preventing me from
accessing certain webpages. I don't understand if I turn off the pop up blocker
why it doesn't turn off. Any ideas anyone? Thanks.
