Windows 2000 question

Hi.
A question i have.
i am using windows 2000, version 5.5, service pack 2.
my question is:
On the toolbar, where it has the buttons, next to the system tray icon, how do 
i edit and get into the properties?
I have a toolbar which says:
short cut to msimn.exe.
How do i change this to something like:
Microsoft OutLook Express.
