Vista clock not wanting to spring forward?

Hi everyone,
I'm learning all this Vista stuff and things are settling in nicely, but I 
had a problem with the computer clock when the time changed.  It did not 
change automatically, so I changed it and now today, it changed back to an 
hour ago on its own, so I changed it again.  Is this typical?  Do any of you 
know how I can fix it?
Using Vista Home Premium with JAWS 10 if that makes any difference.
