If you haven't already, go to www.adobe.com and make sure you're using the latest version of Adobe Acrobat Reader with accessibility for screen readers. If you are, simply launch the PDF file (you can launch Windows Explorer and enter on it or go into Adobe Reader and do a control+o for the open dialog). It should come up looking like a standard web page.
