I have been involved recently in a discussion with blind users trying to
access skill soft course ware.  These users are from the non government
community.  Below is the text of their emails:

I just retired from Verizon a couple of weeks ago.  Over the past few years
I was involved in trying to ensure that our Skillsoft courses would be
accessible. As I understand it, your company must specifically tell
Skillsoft that they want accessible versions.  Skillsoft will then provide
Jaws scripts that really work quite well.  If you use a screen reader other
than Jaws, I don't believe there's any help currently available.

After installing the Jaws scripts, I was able to take a course with only
minimal difficulty.
