Saving Jaws Settings Globally?

Hi folks.
I used to know how to do this, but haven't had to in years. Now
that I upgraded to Jaws 12 and Win7, I can't remember how to change
things like keyboard echo, and have the change apply to all
applications. How do I globally apply settings changes?
I've tried doing the changes at the desktop then saving, but that
doesn't seem to apply anywhere else.
