Headers and footers in programs such as Word and Wordperfect, refer to
text that you want printed at the top and bottom of each page.

A header, for example might refer to all of the pages in a section or
chapter, as in "Section 1" or "Chapter 1".

In our example, Section 1 or Chapter 1, started on page 1 and
continued to page 21.

Likewise, the footer normally consists of the page number for each
page.

In print, the convention is to have all new sections/chapters start on
a page with an odd number.  So, in our example, because "Section 1" or
"Chapter 1" ended on page 21, it is obvious therefore, that "Section
2" or "Chapter 2" would begin on page 23.

The header and footer functions are normally turned off where blank
pages occur between Sections/chapters, although, many individuals and
publishing companies today, particularly in the U.S., no longer follow
this convention.

As was mentioned in a previous e-mail, a heading, know matter its
level, denotes the title for a particular portion of a section or
chapter.
