Outlook with Jaws and Attachments

I received an attachment from a co-worker that I couldn't open with
Outlook and Jaws. The attachment is a CNN attachment for whether. The
extension is a .url. When I press insert a Jaws says attachment list
could not be found. Anyone know why?
