cathy i e works in to fashions, moving to a traditional link and the
second method openning a new version of i e.

because pop ups also open in a new window and launch a second copy of i e
some pop up blockers prevent the operation.

well you want the pop up blocker to prevent this operation if it is going
to show you an add.
naturally, but some links you click on normally also open in a new window
and some times the pop up blocker prevents the user from going to a new page.

a result you do not want.

this is your problem.

usually a keystroke exist for over coming this.

this keystroke is specific to the pop up blocker.

control plus enter or control plus shift may do the job.

if not tell us which pop up blocker you use.

somebody on the list may no the keystroke.

also realize the smarter pop up blockers may not have this issue in the
first place.

their often intelligent enough to no what to do.
