Keystroke Assignment

I prefer to get the "tether JAWS to PC" keystroke out of the way so I don't inadvertently hit it. So I tried assigning it to control+jaws key+pause. Whenever I did this, JAWS said control+jaws key+scroll lock. Yet if I attempt to assign it to alt+jaws key+pause it works as expected. Anyone have any idea why an assignment to control+jaws key+pause doesn't work? Thanks.
