You're right about the obvious. However to truly appreciate the distinction you 
need to go to the verbosity settings and look at the choices.

    What verbosity? advanced, intermediate, or beginner?

    Do you have any of the following enabled in the verbosity settings:
    error message
    help balloons
    JAWS message
    Screen message
    Smart Help messages
    tool tip

    any of these might make it work more consistently.

        I am currently using JAWS 11 with Windows Vista and I have a similar 
problem.  However, my JAWS trainer said that with the version of JAWS, Vista 
and Office, it is probably a problem that you will have to train yourself to 
get used to.  I know that is not much help, but it is the best that I can do 
for you.  Maybe there is someone else with a different, if not helpful, answer.

          This happens sometimes. Suddenly, jaws will refuse to speak when I 
copy, cut or paste something. Does anyone know how to force him into speaking 
and not merely being silent on these things without having to keep restarting?
