1. Press Windows button.
2. Press P until you hear Program Files.
3. Press I until you hit Internet explorer
4. Right click on it
5 Select the "Send to" option and in the sub menu select "To desktop as a 
shortcut"
6. Press enter.
7. Press Windows M to minimize all apps
8. Press the S key until you hear "shortcut to Internet Explorer"
9. Press F2 and type in Internet Explorer
10.Press Enter

To make a hot key easily here.

1. Press ALT and Enter together
2. tab until  you hear "shortcut key"
3. Press the key combination you want such as Alt CTRL X and tab until you 
get to the OK button and press enter.

Now all you got  to do is press your hot key from anywhere and you'll be in 
explorer.
