This thread seems to be missing some key backstory. Chrome is largely based on an open source web engine called WebKit, responsible for rendering the HTML and CSS. This engine is used in various other browsers, most prominently Apple Safari.

The MSAA implementation for WebKit, which would be used by Windows screen readers to gain access to and interact with rendered web content, is under development. Until this exists, there wouldn't be much point in the menus and so forth being made accessible.
