Going Backwards to IE 7?

This laptop has Windows XP on it, and I'm wondering if we can revert back to
the old version of IE, which was 7?
If so, how do I go about doing so?

We're apparently having problems with an old Dell Latitude notebook, with JFW
7. We tried installing IE 8, and now, it takes forever to boot up and begin
talking.
