I had the same problem. I cannot explain why my solution works, but it does.
It's this: put the placemarker on a nearby link.
I am also using the latest release of JAWS 11, and what I like about this
version is the new placemarker anchoring feature.

Subject: Disappearing placemarks
Hi!
I keep on setting placemarks for some news pages that I go to regularly, but
for some reason they keep on disappearing, not all of them, but one or two
of them are usually gone the next time I go to the page and want to find my
place. Does anybody know how to fix this? I'm using the latest update of
V11, but it's been happening since I installed V11. Thank you.
