Yes, as far as I have been involved, someone with sight is needed to make 
changes to the BIOS settings.

If you have to use the CMOS option, can you access the CMOS within Windows
or, do you need the services of someone who can see to make the changes for
you, using the computer's setup program, which is not accessible because it
needs to be run before any operating system has been loaded.
