Hello:
You cannot unrestrict the PC cursor. It is only the JAWS cursor that you can
set restriction.

  What is the purpose of having the pc cursor in either restricted or =
  unrestricted?

  What I mean is, when does one use either of them?

  Thanks very much.

  Regards.

  If you do a insert +r and rotate it to unrestricted the pc course will =
  go=20
  anywhere. Plus you have full mouse functions. The jaws course does have =
  its=20
  limits.
