Have you installed Microsoft Office 2007 on your system? If you have, this is why you only see the French option when using the spell check in Outlook Express. The spell checker that installs with Office 2007 is not compatible with OE. Your options are to use a third party spell checker for OE or downgrade to Office 2003.
