I'm not sure why you need to ask this question, because if you choose to
create a new appointment, you should get a dialog with fields for the
starting and ending time which allow you to enter any time you wish.
Are you creating your appointments some other way? Maybe using the
feature which looks for the first available time slot and then lets you
cycle back and forth through all the time slot choices? If that's the
case, I don't know of a way to change its choice of increments, but once
the appointment is created, you can go in and modify it.
