look in control panel, in accessibilities
control tab to display
tab to, see if the blink rate and width of cursor is set to zero
if it isn't make it so,

Could be something as simple as holding the shift key then letting up then
holding it down again.  I don't know if that is what is happening but that 
would
cause the behavior you describe.
